The site, featuring a plaque lauding the late Mr Hillier as "the driving force" behind the Wodonga to Cudgewa trail, was opened on Wednesday.
Wheeler dealer: John Hillier pictured in 2012 at the opening of the Sandy Creek bridge where he was honoured with a tribute recognising his nickname Mr Rail Trail.
Fellow trail worker Joy Bayes said the garden was planned for 18 months.
About 30 people, including Mr Hillier's widow Joy and son Ken, saw the opening.
The former Army colonel worked on the trail from the mid-1990s.
He died in 2013 aged 85.
