But Invasive Species Council chief executive Andrew Cox said aerial culling should be included in the plan. “We are sceptical that the desired large reduction in horse numbers is achievable,” he said.
Environment Minister Mark Speakman said the plan aimed to reduce horse numbers from 6000 to 3000 in the next five to 10 years.
