The pool upgrade, which has been sitting on the back-burner for almost a decade, is the largest project in the council's capital works program released as part of its draft budget on Wednesday night.
The $4.7 million figure includes a recent NSW government grant of $1 million, a loan of $1.5 million and council cash reserves.
The cost of council relocating to the former Corowa Bowls Club building forced the pool upgrade to take a back seat despite pressure from user groups.
The replacement pool in the Ball Park precinct will have disabled access, children’s play area, landscaping and shade sails.
Corowa Shire rates are rising by 7 per cent in line with the special rate variation successfully applied for two years ago.
An additional $359,687 will be raised, but Corowa still remains one of the lowest-rating councils in the state.
The council's water access charges are proposed to remain the same for 2016-17, but the water usage charge is proposed to be reduced to $1.55 per kilolitre with the charge of $2.40 per kilolitre for usage over 450 kilolitres to remain.
No increases are proposed for sewer charges with a long-term savings program for a new sewerage treatment plant progressing well.
The council expects to receive grant funding and secure a loan to eventually fund these works.
A 10 per cent increase in cemetery pricing is proposed for council's lawn cemeteries and the council is also budgeting for $700,000 in unpaid rates and charges.
Other capital works projects include $534,000 for footpath renewal and expansion and a further $600,000 has been allocated towards the implementation of the Corowa urban design framework.
Roadworks will top more than $5 million.
Mulwala's Lonsdale Reserve master-plan will benefit by $100,000 and $120,000 will go towards the Howlong master-plan including works on the skate park.
