Conargo and Deniliquin will be combined to form the Edward River Council and the Murray and Wakool shires will become the Murray River council.
A plan to slice up Jerilderie Shire between Murrumbidgee and Berrigan shires has been abandoned.
Jerilderie will now link solely with Murrumbidgee with a three-ward council of three representatives in each district to be formed under the latter shire's name.
The most contentious merger in the region will be the uniting of Tumbarumba and Tumut municipalities under the banner of Snowy Valleys Council.
Tumbarumba mayor Ian Chaffey said the decision would be devastating for his council with the new entity to extend from Khancoban to north of Tumut.
"We're singularly unimpressed to be quite honest," Cr Chaffey said.
The new shire would have nine representatives.
All merged councils will be under administration until September 2017 when new elections are held.
