The planning permit has been ticked off in recent days after the project stalled late last year.
Developer David Maxwell confirmed major tenants Coles and Kmart remained committed to a presence in the marquee central Wodonga development, but a reduced number of specialty shops would be built in stage one.
The re-commencement of the project will be the subject of talks between the developers and appointed builder, Joss Construction, in coming days.
“All matters pertaining to Wodonga Council have all been resolved,” Mr Maxwell said.
“Stage one will be Coles, Kmart, Kmart Auto and nine specialty shops.
“Stage two allows us to do the rest of the specialty shops.
“We will still get to the 45 to 50, but it will be in a staged approach.”
The Coles supermarket will be located on the High Street-Elgin Boulevard corner and Kmart on the Hovell Street-Elgin Boulevard corner.
The latest plans for stage one reveal seating and landscaping on High Street at the expense of specialty shops which will be delivered in stage two.
They also show the Kmart Auto outlet will be built on South Street.
Developers had originally hoped to re-start the project in late March with an Easter 2017 completion of stage one.
An imminent re-start for the Mann shopping centre comes as Woolworths is eyeing off a mid-June start for its supermarket redevelopment on the other side of High Street.
