He fell one shot short of a five-man play-off for the final three of 13 places on offer for the major at a 36-hole one-day qualifier at Walton Heath.
Fraser's 1-under total of 143 (72, 71) saw him a stroke shy of Swedish pair Johan Edfors and Sebastian Soderberg, Indian Jeev Milkha Singh, Dane Soren Hansen and German Maximilian Kieffer.
The Australian was aiming to make his fourth US Open after qualifying via a play-off in the same event last year.
Meanwhile, Fraser remains in line to be the second member of Australia's Olympic golf team after the release of the latest world rankings.
He has dropped to 73 from 68 but remains ahead of rivals Matt Jones (83 to 81) and Scott Hend (87 to 85).
The Olympic team will be decided based on rankings as of July 11 and announced before the British Open.
