FORMER hung parliament kingmaker Tony Windsor has urged Cathy McGowan to drive a hard bargain on the National Broadband Network for major centres including Wodonga if she is called on to form a minority federal government.

Mr Windsor and fellow independent Rob Oakeshott famously sided with the Labor Party to help Prime Minister Julia Gillard remain in office in 2010.
Six years later, Australia is facing another hung parliament with independents including Ms McGowan and Queenslander Bob Katter being courted by the major parties.
Mr Windsor encouraged Ms McGowan to lobby both sides of politics to bring the superior NBN fibre to the premises technology to Indi's larger centres including Wodonga, Wangaratta and Benalla.
"If I was in Cathy McGowan's position I would use the hung parliament situation to bargain for infrastructure," he said.
"The NBN is the most important piece of infrastructure there is.
"Armidale has got (fibre) up here, but Tamworth hasn't and you can see already where businesses who are looking to locate in the country are going to Armidale for no other reason than that.
"We are going to end up with this two-tiered system where some country towns have got the best available technology for the future and others who are going to struggle for 30 to 40 years to get the best available technology.
"When you've got a system like that it will mean a shift away from certain areas towards certain areas."
Mr Windsor re-contested his old seat of New England last Saturday and lost to Deputy Prime Minister Barnaby Joyce in a sometimes bitter election campaign.
Mr Oakeshott was also beaten in Cowper by Nationals' MP Luke Hartsuyker after also mounting an attempted comeback.
Mr Windsor urged Ms McGowan not to sign a "formal agreement" with the Coalition or Labor.
"I don't think there is any legal legitimacy to do it," he said.
"We signed a piece of paper that actually allowed a minority government to be formed and agreed we would support budget Bills other than when there was maladministration or corruption.
"Cathy McGowan has got a very level, logical head.
"Whatever she does, she will have regard for her own people and regional people as well."
