The tragedy left Damien Wallace without his wife and son.
Peta Cox, 67, also died when her Mazda coupe was struck by the tanker, which had been fully loaded with fuel.
An extensive investigation after the incident, which occurred on August 7, 2014, did not find sufficient evidence to lay criminal charges.
Police did not find any evidence of criminality against the truck driver, a subsidiary company of BP, or the truck and trailer manufacturer.
WorkSafe will now investigate the matter, with their inquiries likely to focus on the role played by a North East truck servicing business in the incident.
It was unclear if the Border business had recently serviced the truck or tanker prior to the crash.
Police stressed the driver was not at fault in the smash, which had involved the tow coupling failing and the tanker detaching from the truck.
Peter Wallace, who lost his grandson and daughter-in-law in the crash, said the family was still reeling nearly two years later.
“You think about it every day – it never goes away,” he said.
“It doesn’t really get that much easier.
“The best outcome would be to find an answer to what’s happened and what can be done about it.”
The incident had had a “massive impact” on his son, Damien, he said.
Mr Wallace said the family had hoped criminal charges would be laid.
“It's just been frustrating,” he said.
“It hasn't eventuated to anything yet.”
His wife, Liz Wallace, said the impact would stay with the family forever.
“It has been devastating,” she said.
“Not a day goes by that we don’t miss them or want them back.
“But the reality of it is that they’re not coming back.
“It shouldn’t have happened.
“The accident shouldn’t have happened.
“It just tears you apart.
“It’s been absolutely horrific.”
Mrs Wallace praised the way police from the Major Collision Investigation Unit had handled the investigation.
The family is waiting to see what comes from the WorkSafe investigation.
