But the council could make up for the change by investing in its own energy reduction plans.
Councillors will consider the report when they meet Monday night.
Wodonga had purchased green power since 2006 through AGL, calculated at a rate of 25 per cent of energy use, as its main form of offsetting carbon emissions.
Upcoming installation of solar panels at the Cube, Wodonga waste transfer station and Girl Guides Hall will generate about 43kW of power and the switch of streetlights to LED was saving about $240,000 per year.
In contrast, energy providers have increased fees for businesses and households, including green energy.
The council proposed to use $49,600 spent on green energy in 2015 and $20,514 saved from reducing energy use in peak periods to fund $40,000 on in-house projects.
“Purchasing green energy is the lowest priority to reduce carbon emissions, especially where council has little control and even knowledge of what this payment is actually used for,” the report stated.
Wodonga Albury Towards Climate Health and Renewable Albury Wodonga member Bobbi McKibbin praised the council for considering a bigger commitment to solar power, even if it was at the expense of green energy.
“It would be lovely if the council you do both, but it’s exciting they’re looking to do more themselves,” she said.

“We’re certainly in support of it.”
The renewable energy advocate wanted Wodonga businesses to follow the lead and use its solar power efforts as a case study.
“It’s becoming more and more the norm, people are starting to do what they can,” she said.
Ms McKibbin said the most economical way to use power was straight from the point of origin, such as solar panels, instead of from energy providers.
But she said it had also caused providers to increase all prices, making green energy harder to afford.
The Wodonga Council meeting will be held at the council chamber from 6pm Monday.
