The 23-year-old was detected driving at 164km/h on the Hume Freeway near Wangaratta about 9pm on July 8.
His 2006 Ford sedan was impounded.
The vehicle did not have working tail lights and the man will receive a summons to attend court at a later date.
Wangaratta Sergeant Michael Connors said the speed was “unacceptable”.
“The majority of road users abide by the law but a small few want to take the risk into their own hands,” he said.
“It’s always disappointing.
“Police are always on patrol on the freeway.”
A Wangaratta man has also had his car impounded for refusing to comply with police.
The 25-year-old drove into a breath-testing site at Greta on Saturday afternoon.
He gave a positive test but refused to go back to a police station for a further test.
The man had already been disqualified from driving.
