Cr Thurley has confirmed retired small businessman Ken Goff and hospitality industry member Ordette Mannering are on his ticket alongside former Albury-Northside chamber of commerce chairman Phil Clements.
The other ticket member is John Moore.
Cr Thurley said forming a ticket maximised the chances of being elected.
"It's about the system and I regard it as having a group of people who have big connections in the community so that I can get feedback," he said.
"It's my view quite frankly that if you are not good enough you won't get re-elected no matter what team you put together.
"The team is part of the system, but in the end you stand on your own record and not on anything else."
Cr Thurley recruited Mr Goff to his ticket four years ago after the long-time Albury Tigers supporter was expressed concerns about changed parking arrangements in David Street where he ran a tools supply business for many years.
He will be No.2 on Cr Thurley's ticket with Mr Clements at No.3.
Cr Thurley and Mr Clements previously worked together at the Norske Skog paper mill at Ettamogah.
Ms Mannering was the No.2 on Cr Thurley's ticket four years ago.
She occupied the same spot on a ticket put together by former councillor Paul Wareham in 2008.
Cr Thurley has been deputy mayor for the last term of the present council.
He has also been chairman of the council's finance and administration, community and cultural committees.
"This last council has been an excellent council," Cr Thurley said.
"The general, water and sewerage funds are all back in surplus.
"The staff has done brilliantly with an efficiency review and it has put the city in good stead."
Meanwhile, mayor Henk van de Ven has confirmed his election ticket and also has a running mate from 2012 at No.2.
Transport industry leader Helen Spittal will occupy second spot on Cr van de Ven's ticket.
The other members are Chris Martin, Jeff Hogan and the mayor's wife Sue.
Mr Martin and Mr Hogan helped get Cr van de Ven elected in 2008.
"One of my objectives as a council representative is to truly represent what the voters want," Cr van de Ven said.
"Therefore I will be running a team ticket, above the line as it is the best chance of our team being successful and representing the voters of Albury."
