The victim feared she would be killed by Jack Daniel Passlow, who has repeatedly preyed on women through increasing sexual aggression.
She has been left traumatised and afraid to leave her home after after the ordeal.
Passlow was charged with attempted rape, false imprisonment and recklessly causing injury following the incident in Wodonga on June 26, 2015.
He had been staying at a support unit for people with intellectual disabilities.
He grabbed a black-handled carving knife and approached a female worker from behind.
Passlow forced her from a couch, onto the floor and straddled her as she tried to grab the knife from him.
She took the weapon but he grabbed hold of her and forced her into a staff office, locked the door, and attempted to pin her arms down before trying to rape her.
He choked the woman and she received cuts, scratches and bruises.
Passlow asked the woman to drive him to Seymour and took her in a tight grip.
When it became clear she was driving to the Wodonga police station, he forced the car into neutral and grabbed the steering wheel.
She again said she would drive to Seymour but drove towards the station before Passlow pulled the car into the Coles car park and fled.
It had followed a child grooming incident between May 25 and 31 last year where he messaged a 14-year-old girl on Facebook in a bid to go to her home.
Passlow had told her she was “hot” and said he wanted to have sex with her, and sent her 139 messages and called her 34 times.
He had used a email and social media accounts in violation of his reporting obligations as a registered sex offender.
Judge Frances Hogan said Passlow had an IQ of 63, which placed him in the extremely low range with a mild intellectual disability.
“Yours is a sad history,” the judge said when handing down her sentence.
“You struggled at school and from age nine you attended a special school.
“You were teased due to your somewhat unusual facial appearance, poor slurred speech and dribbling.
“Layered upon the difficulties of your intellectual disability has been the unhappy lack of stability in your family life.”
A risk assessment found Passlow's low intelligence affects his sexual impulse control and found his sexualised aggression was a crude means to meet his sexual needs.
He was jailed last month for three years and 11 months and must serve two years before being eligible for parole.
