Hill will replace his cousin Andy, who has stepped aside after one year in charge, alongside Sam Carpenter.
Hill, who played 306 matches in a distinguished career with the Rovers, returns to the club after three seasons as an assistant coach with the Murray Bushrangers in the TAC Cup.
Carpenter said Hill’s experience with the Bushrangers would prove invaluable as the Hawks look to return to the top-five after a two-year absence.
“No one has got any more respect around the place than Ross Hill,” he said.
“He will be great – it’s a really strong move for the club.
“‘Rossco’ has had three years at the Bushrangers and he will bring a fair bit to the table.
“Andy was probably always only going to do it for a short time, just to help me out, and he’s been fantastic.
“He will still be around the club and help out, which is fantastic.
“Andy has three young boys and he indicated a while ago he wanted to take a bit of a step back.
“We’re hoping with Ross coming onboard it will create a bit of positive momentum and enthusiasm around the club with recruiting and things like that.”
The Hawks have kicked off their recruiting for 2017 in a positive fashion by signing Alex Marklew.
Marklew, who played his first VFL match for Essendon last weekend, has spent this season with Doutta Stars.
Carpenter said Marklew would continue to try his luck in the VFL next season and play in the Ovens and Murray when available.
