The row of 12 along the Happy Valley Creek were assessed and deemed hazardous to the community.
An independent arborist recommended nine elms be removed, while three will undergo crown and weight reduction.
Council will replace the trees ahead of the pool opening in November. A suitable replacement is still being identified.
