Highway Patrol officers located the 27-year-old man travelling south along the Hume Highway near Albury about 6.30am Thursday and stopped him just over the border in Wodonga.
The prime mover and trailer were issued defect notices, and the driver will front court over a severe load restraint breach and work diary offences.
Police said it was a timely reminder to ensure loads were secured properly.
