Cousins won the best-and-fairest ahead of joint second-place finishers Lachie Tiziani and Ryan Garthwaite.
Bushrangers talent manager Lee Fraser said Cousins had developed well in his time at the club.
“James started at half-back as a bottom-age player last year before moving into the midfield this season,” he said.
“He made the TAC Cup Team of the Year, played some VFL football for Richmond and pencilled himself in as one of the better midfielders in the competition.
“He went to the state combine, and certainly generated some interest from AFL clubs after the consistent second half of the year he had.
Cousins polled 31 votes to well clear of Garthwaite and Tiziani on 22.
Cobram's Esava Ratugolea won the Most Improved player award, while Harry Boyd took out the Coaches Award.
