Melbourne Victory's Sebastian Pasquali, 16, and Melbourne City's Daniel Arzani, 17, have figured off the bench for their clubs in the A-League this season and the youthful duo may get the chance to have an impact on the big stage.

And if City's coach John van 't Schip had his way, more promising youngsters would get a taste of top flight action while still in their teens – if only the FFA would change its restriction on the number of players who can sit on the bench during A-League fixtures.

Nothing brings a young player on like high-level competition, but the fact that only four outfield players and a goalkeeper are allowed as potential substitutes means coaches get little chance to have promising teenagers involved in a meaningful way on match days.

Arzani made his City debut as a substitute in the second half of the 3-2 loss to Perth Glory last Friday and van 't Schip said he is one of several promising youngsters on City's books that he wants to develop, but can't because of the restrictions on substitutions.

"He is a young talented player and where we can we want to develop those boys. Daniel is still learning a lot, he's 17 so that's normal. We have a few other boys that are in the same situation and they are training with us, so wherever we can we will try to give them game time," he said.

"The biggest problem in Australia is we are only allowed to have four players [plus a goalkeeper] on the bench. It would be a lot easier if we could have seven like all over the world, then you could have those boys on the bench.

"It's important to have those kinds of players on the bench so that you can give them 15 or 20 minutes during the game. That's much more value than those boys playing a game for the young Socceroos. Hopefully we can get that done very soon. I think its important for the younger players," van 't Schip said.

Pasquali made a big impression in the off season when involved in Victory's ICC friendly with Juventus, and has had game time twice already this campaign.

"We managed to get the afternoon off school for him tomorrow so he will be fresh. I haven't made my mind up [as to the level of his involvement]," coach Kevin Muscat joked.

"His two cameo performances have been superb. I won't compromise his development for the rest of the team, he's going okay at the moment ... with these younger players they are fearless regardless of the occasion."

Muscat agrees with van 't Schip's call for more players to be allowed on the bench.

"I don't really understand what the restraints are on it. Finance and cost is probably the biggest one. Depending on how games are going you might get more opportunities to make different decisions and to get younger players on."

Nicolas Colazo, City's Argentine midfielder, will miss the game with an eardrum problem. Luke Brattan is available, while a decision will be made on Bruce Kamau closer to kick-off, while Tim Cahill is fit to start.
