A hoon driver from Chiltern who allowed a passenger to hang out his passenger window during burn-outs was caught in the act on a mobile phone video.

When police went to his home for an interview, he denied it was him – then refused to comment when shown the video of his actions.
Todd Kelly will now face sentence in Albury Local Court after pleading guilty to a single count of drive recklessly/furiously or speed manner dangerous.
Police this week withdrew three other charges of interfere with a person’s enjoyment or risk safety, drive with an unrestrained passenger and driver permitting a passenger to have part of body outside door or window.
Magistrate Tony Murray was told how Albury police had seized a mobile phone, as evidence, on January 30 that ultimately led them to identifying Kelly.
An analysis of the phone revealed videos “showing numerous vehicles being used in dangerous driving activities”.
Police said it was just before 2am on January 16 when Kelly was seen driving his Ford Falcon on Wagga Road, Lavington.
A group of Kelly’s friends was standing by, watching the “spectacle” Kelly was putting on with his illegal driving.
Police said Kelly accelerated harshly. That in turn caused the wheels of his car to lose traction with the road at a speed of between 20km/h and 30km/h. He then did 360-degree turns that billowed smoke.
While this happened, his front-seat passenger – who wasn’t wearing a seat belt – leaned out the window.
Police said Kelly’s car travelled across both lanes of the road and “posed a high risk to other road users”.
They said Kelly’s actions were especially dangerous for his passenger.
Police visited Kelly at his Nickless Street home on March 21.
When questioned, Kelly denied he was the driver of the car.
With that police then showed Kelly the mobile phone videos, which led to him refusing to be co-operative with the investigation.
Kelly will be sentenced on November 1.
