Agent Stanley & Martin has been engaged to auction the 1450 squares of land between Target and the redeveloped Mate's Building on December 7.
The land has been used for a carpark under a licence agreement between the owners, Proton and Albury Council, but has been fenced off in recent days.
The owners also tried to sell the land in 2012.
In 2007, Proton had development approval from Albury Council for a $16 million project consisting of shops and offices on the 2340-square-metre site.
But the venture didn't proceed, with the global financial crisis thwarting a start.
A development deed lapsed in 2013.
Proton also owned the Mate's Building before selling in 2011 to a syndicate put together by Crowe Horwarth.
Retailer Harris Scarfe moved into the top floor of the iconic Dean Street building in 2015.
