The council agreed on Monday night in a confidential matter to re-appoint Ms Harrington at its next meeting on December 12.
The length of the contract extension for the $200,000-plus job will not be revealed until then.
Ms Harrington began the job in 2012 on a five-year contract after being internally promoted.
Cr Speedie lauded Ms Harrington, who has worked at the council since 2000.
“I think our CEO has shown she has done an outstanding performance and you only have to look around the city to see that,” Cr Speedie said.
She cited the developments of Woolworths, the Mann Central shopping centre and rail terminal and timber mill at Logic as evidence of Ms Harrington’s success.
A high customer satisfaction rating score for the council was also attributed to Ms Harrington by Cr Speedie.
