Cr Trenery, who lost the mayoral position to Green Jenny O'Connor recently, beat Wodonga-based Mr Koster 15-14 at the conference annual meeting on Sunday.
A previous election for the chairman role, which Mr Koster won by one vote over Cr Trenery, was ruled invalid on a procedural matter.
Cr Trenery, who was formerly conference secretary, replaces Damien Batty as president.
“The good thing about the role is you go to Melbourne and make sure rural Victoria gets talked about,” Cr Trenery said.
Nominations for Liberal pre-selection in Benambra are open until December 9, but incumbent Bill Tilley is not expected to face a challenger.
Most interest is firmly on the Liberal Indi pre-selection battle in the wake of the last two defeats to independent Cathy McGowan.
