Gleeson, who is a nephew of former Hawk forward Neale McMonigle, will play in defence while Clarke and Bowers are set to play through the midfield.
Bowers won Milawa’s best and fairest this year.
“We’re really happy to have them on board,” football operations manager Barry Sullivan said.
“We have kept our list pretty much intact, added a few good players and we think we can get 15 per cent improvement from the younger blokes in the side.
“I’d like to think we can improve as a side because of that.”
Wangaratta Rovers are also set to regain Dale Martin (scaphoid) and Cody Schutt (foot) back from injury.
The Hawks have kept their losses to a minimum with talented forward Daniel McCullough the only confirmed departure.
