Despite being keen on riding, West Albury man Karl Graham Hawkins has never held a licence.
Police drove past the 20-year-old on a Suzuki on January 7.
A second rider stopped, but Hawkins sped off along Kurrajong Crescent about 8.30pm.
Police had lost sight of him briefly, but then spotted him travelling at 80km/h in a 50km/h zone.
He crossed onto the wrong side of the road near Hibiscus Crescent, mounted a footpath and entered a vacant block, and police stopped the chase.
They noticed a mob of kangaroos scattering and found Hawkins on the ground.
He smiled and shrugged in Albury court when asked what he was thinking during the incident.
Hawkins was fined $1800, disqualified from driving for 18 months and placed on a good behaviour bond.
