Flagg left the Panthers after the 2014 season for stints with South Adelaide and Wodonga Raiders and will be joined at the club by exciting Rutherglen player Marty Brennan.
The signings continue a strong pre-season for Lavington who has picked up some of the best talent from the district leagues.
Kris and Nick Holman (Jindera), Josh Star and Adam Elias (Barnawartha), Jacob Reid (Jerilderie), John-Roy Williams (Brock-Burrum) and Tim Hanna (Golden Rivers) have also committed.
Coach James Saker believes Lavington is well placed to build on last season.
“All in all we think we have recruited well,” Saker said.
“There is a bit more depth than last season and a lot of young blokes are pushing up from the under 18s.”
Flagg started training with Lavington two weeks ago and is poised to take over the key post vacated by Justin Koschitzke.
Flagg, who kicked 28 goals from 15 matches for Wodonga Raiders last season, will look to build on that output alongside Adam Prior.
The former Greater Western Sydney-listed player previously kicked 71 goals in 34 matches for Lavington and represented the Ovens and Murray in 2014.
“There is going to be competition for spots this year and that’s always a healthy thing,” Saker said.
Key position player Brant Dickson, who recently competed in the Geelong Ironman with former teammate Lachie Boyd, will also be like a recruit after managing only 13 matches due to injury last season.
Lavington has kept its departures to a minimum with Koschtizke, Kade Stevens and Truman Carroll the absentees from its losing grand final side.
