The offender was wearing a high-visibility polo shirt when he targeted the vehicle on Hill Close, Wahgunyah, last Thursday.
A man leaving for work backed out of his driveway, noticed the thief and confronted him, and gave chase as he fled with a purse, GPS and cash.
The neighbour failed to catch him and got back into his car, but the offender sped off in a late model Holden Commodore utility.
