HCC members met with Albury councillors including mayor Kevin Mack and deputy mayor Amanda Cohn last Friday and believes Albury, which is the biggest generator of waste, should come up with a suitable site for a compost plant.

As part of the contract, Cleanaway has to build a compost plant by July this year.

But the company won't meet the updated deadline because it is embroiled in another battle over a site with Howlong residents who are hoping to replicate the success of Gerogery in having the latest location rejected.

HCC chairman Stuart Sizer said the July review presented Albury with the chance to take the lead role in the contract which also includes Wodonga, Federation and Indigo council areas.

"Albury and other local councils must move away from the ad-hoc arrangement that has been due to their enforcement of this contract with the resultant impact on smaller communities," he said.

"We believe Albury as the major contributor and therefore beneficiary of the compost facility should lead the way now by instigating a renegotiation of the Cleanaway contract immediately.

"This would allow Cleanaway to withdraw their application and continue the composting by a private contractor in Wagga which is where the kerbside greenwaste currently goes until a sustainable long term solution is identified."

Cleanaway's development application for compost facility on the edge of Howlong will be assessed by the Joint Regional Planning Panel, but a date for the sitting is still pending.

The JRPP rejected the Gerogery site and Cleanaway was unsuccessful with an appeal to the NSW Land and Environment Court.

The meeting with Albury councillors and senior staff members including general manager Frank Zaknich was the first time the HCC has secured a hearing with one of the councils involved in the deal.
