The company won't meet the latest deadline of June 30 this year to build a compost waste facility as part of a long-term contract signed in 2012 to collect rubbish for Albury, Wodonga, Corowa and Indigo council areas.

Cleanaway's initial plan to build a compost plant on farmland at Gerogery was rejected and the company has encountered similar community opposition to plans to build the facility on the edge of Howlong.

Albury Council will deal with the "kerbside waste collection contract update" in a behind closed doors session at the conclusion of Monday's meeting.

Cr Darren Cameron recently suggested the Howlong site be abandoned and the compost plant be built at the Albury tip.

He declined to comment due to the matter being listed as a confidential item.

A date for the Joint Regional Planning Panel hearing which will sit in judgment of the Cleanaway development application for the Howlong site has still not been set.

Meanwhile, The Border Mail has obtained a copy of the NSW Environment Protection Authority assessment of the proposal which puts the JRPP on notice about the "potential odour risk" of the plant.

"The Howlong composting facility presents an odour risk despite the proponent adequately addressing all outstanding issues and demonstrating compliance with the odour assessment criterion," the report states.

"This is due to uncertainty regarding the underlying assumptions in the assessment regarding the composting process at the site and the assumed emission rates.

"Should the proposal be approved and odour impacts be experienced once the facility is operational the proponent will need to address these odour impacts and, if necessary, modify the facility based on the actual operational outcomes."

The EPA has recommended the proposal's general terms of approval included an odour management plan, a compliance assessment for odour following the plant's commissioning and a contaminated and odorous compost contingency management plan.

Cleanaway confirmed plans to build the compost plant at the Howlong tip site last August and was immediately met with community opposition mainly due to odour and traffic management concerns.
