A 20-year-old man will front Albury Court on June 6 after being arrested in Wagga.
He has been charged with fail to provide for child/cause danger of death.
It comes after a 22-year-old woman was arrested earlier this month. She remains before the courts.
About 11.45pm on March 4, police from Albury Local Area Command were called to a home at Lavington following reports of a domestic violence incident.
As part of their inquiries, police checked on the welfare of the three children, aged seven, 17 months and four months, who also live at the home.
The officers raised serious concerns for the well-being of the four-month-old boy, and NSW Ambulance paramedics attended the home.
The baby was taken to Albury Base Hospital for treatment of serious emaciation.
