Baldwin, who will move ahead of club legend Robert Crow, hasn’t been dropped since debuting in 1995.
The 39-year-old played in only a handful of wins in his first 100 senior matches before the Bloods started to improve under coach Darren Atkinson.
He was a key player as Tocumwal made the grand final against undefeated Deniliquin in 2003.
He also played in the 2005 grand final loss to Nathalia under Leon Higgins.
Baldwin had to wait another four years before playing in the Bloods’ thrilling 2009 premiership victory over Moama under the coaching of Stuart Roe.
The Bloods then slipped back down the ladder and it was lean times again for the next four years until they moved from the Murray to the Picola and District league in 2014.
He has missed only 10 matches through injury and was rubbed out for two weeks for striking in 2002.
The incident created a family stir as his father, Ken, was never reported in his 322-game career.
Baldwin rates Atkinson and Higgins as the best coaches he has played under and Anthony Mellington, Fabian Carelli and Lee Warnett the best players.
Long-time teammate David Farrell said Baldwin’s career was based around loyalty.
“He’s the only bloke to go through his whole career and still be able to kick the ball as high as he does long,” Farrell said.
“The ball came down with snow on it sometimes.
“He had the ability to play through injuries week after week with all sorts of lumps and bumps coming out of his body but still always playing.
“He’s never been a flashy footballer but is one of the most reliable backmen Toc has ever seen. He‘s rarely beaten.
”Blighty tried to get him to play out there for many years but he stayed true to Toc and never left.”
Tocumwal president Jeremy Cardillo said Baldwin’s consistency had been the hall-mark of his career.
“I can't recall a single forward who has ever kicked a bag on him,” Cardillo said.
“There has been no other footballer I have personally taken more from.
“This bloke bleeds red and white, he never misses training, he never misses a game, he does everything right with his footy.
“He turns up and does his job. “
Baldwin inherited his father’s No.30 guernsey and they have worn it for a combined total of 707 first grade matches.
In total, Scott has worn the red and white stripes for a total of 483 matches with 385 in the seniors, four in the reserves, 50 in thirds and 44 in fourths.
Tocumwal is sitting fifth on the Picola and District league north-west ladder and take on Deniliquin Rovers on Saturday.
