The Wodonga boy allegedly stole items from parked cars on the evening of April 25.
Stolen identification was then used to create a new phone account, incurring extensive costs.
He has been charged with four counts of theft from motor car and deception offences.
The boy's mother, 46, has been charged due to her alleged involvement in the deception.
