The O and M and Hume League outfits met on Tuesday night.
The Corowa board then met on Wednesday and agreed, in-principle, to an arrangement.
CDHBU will now host a community meeting next Thursday to decide if it rubber-stamps the move.
“It looks like we’ve found an agreement,” Corowa-Rutherglen president Graham Hosier said.
“There’s a few boxes to tick and we’ve just got to make sure everyone’s happy with the outcome.”
“We’re not releasing any details yet, but we’ve (Corowa-Rutherglen) agreed in-principle and our juniors have agreed in-principle with what is is.
“We’ve just got to make sure the Ovens and Murray and AFL North East Border are all happy with it.”
The “Corowa Cluster” has been the region’s most pressing issue as it tries to find enough players for the one league outfit in the Roos, as well as the four district clubs, including CDHBU.
Quite simply, there’s not enough players to fill every team in the area.
The Roos have lost 31 successive games at senior level and are just about to complete a third straight forfeit at reserves level.
They will face their last genuine hope of grabbing a win, hosting second-bottom Wangaratta Rovers on Saturday.
If CDHBU approves the agreement, the two clubs will host a public forum next month.
Meanwhile, CDHBU has also spoken with fellow Hume League club, the Billabong Crows.
The Crows will host a future direction meeting at Oaklands on July 14.
Possible options for the club’s future will be presented, with a member vote the following week.
