AN Albury councillor is providing a fallback option for Cleanaway if plans to create a compost facility on the edge of Howlong are scuttled by the joint regional planning panel.

Cr John Stuchbery has submitted a two-part notice of motion to the Albury Council meeting on Monday which effectively opens the door for Cleanaway or another party to build the plant within the Albury tip site.
Part one states, in part, that if the JRPP refuses the development application for the Howlong facility, council indicates a preference for investigation of the construction of a plant at the Albury Waste Management Centre.
Part two states, in part, that if the JRPP refuses the development application, general manager Frank Zaknich initiate negotiations with Cleanaway (or any other interested party) to progress investigation of the construction of a compost plant at the Albury Waste Management Centre.
"I just want something more concrete for Albury Council and the HalveWaste program than some half-baked promise from Cleanaway that they will build a composting plant," Cr Stuchbery said.
"If Howlong falls through, just like Gerogery did, then we are left high and dry again.
"If my motion gets up then the composting plant will be built in our local government area – hopefully at the waste management centre – and it does not have to be Cleanaway who builds it."
Howlong Community Committee chairman Stuart Sizer welcomed the possible Albury intervention.
"Once the JRPP decision is made and goes in Cleanaway's favour we appeal and it is going to drag on," he said.
"If we win, Cleanaway has to decide whether it appeals or comes back and negotiates for a new site or something different.
"What this does is bring things to a head quickly."
