Federation Council this week accepted a revised proposal for the project in Anna Street without a scooter track which would have added $33,000 to its cost.
Other features include skating and basketball areas with funding sourced from federal and state governments.
The former Urana Shire also set aside funding.
It also secured funding made available as part of the merger between Urana and Corowa shires.
The biggest factor in the scooter track being dumped was a change of pavement design from gravel and asphalt to concrete.
Urana's expansive soils would have led to gravel and asphalt pavement failing within six months and leading to extensive surface cracking.
As a result, concrete slabs with stiffening beams have to be created and a scooter track would need to be reinforced with key joints to hold the pathway together.
In a report to this week's meeting, infrastructure and environment director Peter Gall said: “Due to concerns with the site conditions, council officers engaged a qualified geotechnical firm to provide an assessment of the site for the footing and slab design.
“The report identified the site as being on highly expansive soils which have resulted in a much higher cost base slab design.”
The scooter track has been put on the back-burner and will be the subject of future budget deliberations when councillors return at the September 9 elections.
