Police raided several properties in Wangaratta last November, with Jasmine Bourne alleged to have been the ringleader.
Albury man Kieran Heather, 21, was arrested in NSW earlier this week, only a few days after being released from jail.
He was extradited into the custody of Wangaratta detectives in Albury Local Court, and was denied bail in Wodonga Magistrates Court.
The 21-year-old appeared drowsy during the Albury hearing and shifted between yawning and gesturing to people in the courtroom.
He did not object to being extradited.
The arrest comes amid increased co-operation between the two police forces.
He will return to court on November 2.
