The victim, aged in his mid-20s, told police he had been walking on Stanley Street in Albury about 6am on March 17.
He claimed to have been robbed by a man wearing a black Fox hoodie, dark blue jeans and black shoes.
The man claimed to have handed over his wallet before the so-called robber fled the scene.
Police have now charged him with falsely representing to police an act or event calling for investigation, and two fraud-related counts.
Detective Inspector Winston Woodward said the man would front Albury Local Court on August 8.
“Police will allege the report made was not only fictitious, but has wasted police resources and time,” he said.
