The club was forced to pull the draw, which had a major prize of $10,000 and a total prize pool of more than $14,000.
Tickets had been sold for the Golden Circle from May, and the draw was due to be held last Sunday.
A Victorian Commission for Gambling and Liquor Regulation spokesman said the club had been advised of the permit requirements.
“Once they have met these requirements, they can apply for a relevant permit,” the spokesman said.
“The VCGLR has been in touch with the Wodonga Raiders football club and is working with them to ensure compliance with the appropriate requirements.
“Running a raffle without a permit is not a criminal offence however penalties can apply under the Gambling Regulation Act 2003.
“The VCGLR’s regulatory approach is to use proportionate enforcement sanctions if a breach is detected.”
