RSPCA Victoria revealed more than 100 reports of animal welfare concerns were received in Wangaratta with the majority relating to dogs or puppies.
Wangaratta jumped from a ranking of 35th last year to the seventh worst council area, while Benalla placed 11th per capita.
Wangaratta saw 41 reports of underweight animals, 25 of animals with insufficient food, water or shelter, along with 31 concerns about hygiene or conditions and 11 reports of animals being beaten or wounded. Benalla had 23 reports about animals with insufficient food, water or shelter, 22 reports of underweight animals and five concerns about animal beatings or wounds.
Alpine Shire ranked 62nd in Victoria and the city of Wodonga was 17th.
