Neil, who took Upper Murray league club Federal to the flag in 2016, faces one of the toughest jobs in district football after the Bombers won only one match this year.
He has taken over from Ben Mitchell.
“It’s a huge honour,” Neil said.
“I came through the juniors at the club and it means a lot to me.
“It was a tough season this year but the club is working really hard and a lot of good people are involved.”
Neil has played more than 100 senior matches with Dederang-Mt Beauty as well as playing in the Upper Murray.
He said the Bombers would be active on the recruiting front in coming weeks with key position players high on their radar.
“We are also trying to reconnect with former players,” he said.
