Chandler emulated the feats of Bill Hansen in 2013 when he polled 18 votes to edge out Yarrawonga’s Sam Mickelson by one.
Albury’s Darcy Harrington (16) came third with Wodonga’s Jack Chesser (15) and St Patrick’s Oscar Hayes (14) rounding out the top-five.
Chandler will be out to cap off a memorable season when Corowa-Rutherglen do battle with Wodonga in Sunday’s grand final.
Earlier in the year, the classy forward kicked five goals on debut for the Roos’ seniors.
In the under-14s, Wodonga White’s Kade Mimmo finished four votes clear of Wodonga Maroon’s Jake Hodgkin.
Patties’ Isaac McGrath and Campbell O’Brien and Wodonga Raiders Blue’s Brock Murray tied for third.
Lavington’s Corby Robertson won the under-12 medal by four votes from Yarrawonga’s Mitchell Loughnan.
St Patrick’s Rory Parnell came home third.
Tom Bracher (Raiders) took out the under-16 goalkicking, Bailey St John (Wodonga) and Max Beattie (Raiders) tied in the under-14s and Panther Eddy Schultheis won the under-12s.
Eric Jackson-Hope won the top volunteer award.
