The Ratepayers Association of Wodonga will host the meeting at the Wodonga RSL.
The council is gathering submissions about it's proposals, with feedback to be presented at a meeting in October.
Different groups are at loggerheads over the use of the hills surrounding the city, particularly the use of mountain bikes.
The forum starts at 7pm.
