The 19-year-old was killed after crashing a stolen car into a tree in East Street.
Several people with loved ones buried at the cemetery said the incident was disrespectful.
Mayor Kevin Mack described the behaviour as “very poor”.
Officers are now looking into the matter, which left tyre marks across the road.
People have previously been convicted, fined, and had their licence suspended in Victoria for performing burnouts at a funeral.
Most had their cars impounded.
Mr Crighton’s aunt, Amy Ashlin, said the burnouts were not meant to be disrespectful.
