In a tight count, Hicks polled 21 votes to win by two from Shepparton Bears’ Jordan Butts and North Albury’s Ben Paton.
Paton was a runaway leader with 13 votes after eight rounds but missed seven matches due to national championships and illness in the run home and fell just short of victory.
He enhanced his draft prospects by performing well in the AFL draft combine in Melbourne last week.
Cobram defender Sam Beasley and Barooga forward Daniel Johnston tied for third on 17 votes, with Albury’s Jessy Wilson and Wodonga Raider Will Donaghey next on 16.
North Albury’s Doulton Langlands, Wodonga’s Harry Jones and Corowa-Rutherglen’s Jy Lane polled 15.
Alex Paech was next on 13.
The Murray Bushrangers made this year’s finals despite having a large number of bottom-age players.
