The car wash with self and auto wash bays, vacuuming spaces, a dog wash area and plant room will be built on the corner of Bow and John streets on a block of land which was re-zoned only five years ago.
A car wash is permitted on the site, but Corowa-based councillors Gail Law and Fred Longmire said the proximity to the skate park made it a poor fit for the area.
Deputy mayor Shaun Whitechurch sat out the debate as his boss, Jamie Webb, was the proponent.
Objectors raised concerns about noise, hours of use, lighting and traffic with council agreeing to cars entering the site from John Street and exiting on Bow Street.
Cr Law said a $330,000 upgrade of the skate park was pending and a car wash wasn’t suited nearby.
“It will be 24/7 unmanned, lit up and there will be noise,” she said.
“Business competition is great, but this area is a beautiful, pristine area.
“It’s a lovely spot in the centre of town people can come to.”
Cr Longmire said there were more suitable areas including Federation Avenue.
“It doesn’t fit in with the area the way it was intended and is currently being upgraded for the skate park,” he said.
But Cr Norm Wales said the car wash would blend in with other businesses in the area and Cr Paul Miegel also welcomed the plan.
“Business development is something council should always consider favourably if the town is to grow,” Cr Miegel said.
Cr Andrew Kennedy said the 25 conditions placed on the development ensured there would be no adverse impacts from the car wash.
“There are a lot of stringent clauses put on this to get passed,” he said.
No trade wastes are permitted to be disposed into council’s sewerage system unless written consent has been given by council and liquid trade approval is required for all discharges to sewer.
