It comes as Victorian Premier Daniel Andrews announced on Tuesday his state would eliminate single-use bags.
The premier has not revealed when the plan will begin, saying the start date would be announced early next-year.
Mr Andrews called on the state to “do what NSW does so well: follow Victoria’s lead”.
Marni Korneluk, of Albury-Wodonga Ban the Bag, praised the Victorian government’s actions but believes NSW needs to do more to protect the environment.
“It's an excellent move by the Victorian government,” she said.
“We are forever seeing awful images of marine life and other animals being affected by our plastic usage.
“Watching the rest of the world banning the plastic bag is amazing and it's definitely having an effect on Australian governments, for them to follow suit. NSW will get there I'm sure.”
A spokesman for the NSW Environment Minister said the government welcomed the recent decision by big businesses to phase out single-use bags, but the government’s current anti-litter priority was the container deposit scheme.
Ms Korneluk said customers must show the NSW government the ban was something they wanted.
“It should come from the government but definitely us as consumers can do our part,” she said.
Greens environment spokesman Mehreen Faruqi said it was “a deep embarrassment” NSW was the last state to commit to banning the bag.
