Neagle polled 263 votes to win from interleague defender Jack Di Mizio (232) and boom recruit Brodie Filo (229).
Filo missed the last four games after his jaw was broken against Albury.
He finished joint runner-up in the Morris Medal.
Neagle was also troubled by injury, particularly early in the season with a shoulder complaint.
He suffered the problem when he collided with team-mate Brock Knights in round two.
Neagle was forced to miss the O and M’s interleague win over Goulburn Valley in May.
The 23-year-old was arguably the league’s most versatile player.
Coach Daryn Cresswell used him in a variety of positions.
He would often start in the midfield, but was just as adept in the forward line.
Neagle kicked a career-high 10 goals straight in the club’s win over North Albury in May.
He was also used in defence, proving something of a troubleshooter if an opposition team or player was starting to dominate.
In the reserves, Hayden Clarke polled 76 votes from Cooper Daly (69) and Jack Haugen (62).
Clarke is the son of league Hall of Famer Stephen, with the teenager one of the batch of promising youngsters the club will look towards as it eyes a top three finish next year.
Brodie Oates snared the third grade count on 99, pipping Mitch Hemming (97), with Jarrod Ardern on 80.
In A grade netball, Brook Pryse snared the top honour on 73 votes.
Pryse won from Alyssa Donaldson (57) and Lilly Smith (49).
Elloiuse Shanahan won the B grade on 80 votes from Alyce Gardiner (56).
Emily Twycross topped C grade on 78 votes from Jaimee Cohen (47), while Chloe Hudson scored a two-vote win over Casey Ardern in the 16 and under.
Russell Telford received the Club Person of the Year award, while life memberships were awarded to Haley O’Neil and Mark Doolan, who played his 200th game in round 16.
Wodonga is the only club yet to host its best and fairest.
The Bulldogs will host the function on Saturday night.
Morris Medal runner-up Jarrod Hodgkin will start hot favourite to win the title after racking up a stack of 30-plus possessions games.
Hodgkin, who turned 26 on Thursday, has signed as Raiders’ assistant coach.
