Mr Davis declined to reveal specifics “for obvious reasons”, but guaranteed the service would perform better under a Coalition government led by Matthew Guy.
“We are very aware of the failings of the V/Line service,” he said.
“The cancellations over the last couple of weeks have been appalling.
“We are aware of the issues with line, stock and management of the whole thing.
“Current performance is actually going backwards which doesn’t detract from the issue of having better rolling stock, better track, better arrangements on a whole series of levels.”
V/Line largely blamed the breakdown of all four locomotives dedicated to the North-East line for the troubles.
An outline of the scope of track works from the Hume Corridor Passenger Rail Collaboration still has not been revealed.
Recently appointed federal transport and infrastructure minister Barnaby Joyce has been unable to be reached for comment on the status of the planned $100 million upgrade.
A spokeswoman for Victorian transport minister Jacinta Allan acknowledged the problems on the North-East line during the holiday period.
“We know it has been an incredibly frustrating period for passengers on the North-East line and that more needs to be done,” she said.
“We’re focused on working with V/Line and the ARTC to closely monitor the situation and improve reliability in services for passengers.”
Mr Davis said Labor’s repeated criticism of the Coalition for failing to invest in regional rail when in power was misleading.
“Let’s be clear on one thing Labor has been in power for 14 of last 18 years,” he said.
