Ms Garcia has lived and worked in war zones for more than 20 years, in areas including in Afghanistan and Sudan.
She has also helped refugees who have moved to Australia.
The council has also revealed the nine nominees for citizen and young citizens of the year and community event of the year, which will be decided by a council committee.
Mayor Heather Wilton said about 500 people usually attended the shire's Australia Day celebrations.
“It's always a great atmosphere,” she said.
The council will host Friday’s event at the Jindera recreation grounds, starting with a free breakfast at 8am.
