Anna Speedie said it was important the four citizens who volunteered to be part of the nine-member group had a wide grasp.
“The challenge is going to be getting their heads around the whole concept,” Cr Speedie said.
“It’s not just about one pocket, it’s not just about environment, it’s not just about mountain biking, it’s not just about walking...it’s taking that broader look.”
The group has been formed after criticism of the council’s consultation on its hills plans.
In addition to community members it will have Aboriginal, CFA, Landcare and Department of Water, Environment, Land and Planning representatives.
The group will only advise rather than direct council decisions on the hills.
Advertising for the citizen roles will occur over the next fortnight with the two-hour monthly meetings anticipated to start in April.
Residents are expected to bring specialist skills to the group.
