Luke Brown, 27, was one of about 10 people arrested across Melbourne and Wangaratta in late 2016 and has remained in custody.
He appeared in Wangaratta Magistrates Court on Monday and pleaded guilty to charges including trafficking a commercial quantity of methamphetamine.
Crown prosecutor Max Perry said that charge and others including threatening serious injury and possessing a handgun would go up to the County Court to be heard.
Brown will argue to have the matters heard in the Shepparton Koori Court when they next go before a County Court judge in June.
The charges relate to sales of about 30 ounces of ice over three months, allegedly organised by Jasmine Bourne.
Tahlia Corboy, 19, also pleaded guilty to drugs charges as part of the syndicate when she appeared in court last week.
