Wangaratta detectives are appealing for witnesses to the abduction attempt in Blake Street at 1.30pm on Friday.
They have been told two men in an old silver sedan had followed the teenager after she left a milk bar in Edward Street.
They followed her into Blake Street where they drove on to the footpath and parked so that she could not get past the car.
Police said the men then asked the girl whether she wanted a lift and when she said no, the front-seat passenger got out of the car and grabbed her by the wrist.
“When the girl tried to get away, the man grabbed her by the shoulders and waist, trying to lift her up,” police said.
She screamed and managed to escape, running towards Galen College and police were called.
The passenger was described as being in his 40s, Caucasian, 170 centimetres tall, slim muscular build with a dark beard. The driver was also in his 40s with dark hair.
